If you can find some boulder patches or old docks along the shoreline with barnacle growth, you should be able to get some sea perch (if you can get your bait past the shiner perch). Amongst the new rules adopted for 2016-2017 was the removal of the min size requirement for crappie for some lakes. Cassidy and other lakes were amongst these. You can look at the wdfw site for some of the explanations/comments when the rule change was being put into place.

if you have a kayak (and even fishing from shore), Lake Washington is really all you need. Lots of great bass, yellow perch, other panfish, trout, crawdad, etc. opportunities. I have incidentally caught very large carp in lake samm. Caught it on a Texas rig plastic worm of all things, while bass fishing. The bigger one was probably close to 30lbs. Both released.

I used trout gear for years in the salt, when fishing for perch, flounder, and other bottom fish. You really don't need long rods or high end gear for them--you don't need to cast out too far.
