Sadly Larry's right. That's big reason why the current co-management model is failing. The tribes have the ability to slow or shut down our seasons with claims of treaty rights or threats of lawsuits. I don't see why it won't. My grandpa used to use dental floss for emergency guide repair while out in the boat. Not sure about long term durability though.

I think it because planter trout is the only fishery the dept has shown any aptitude for in recent years and it's steadily becoming their profit margin on license sales.
