That can't be. You put 3 quarts of water in the bottom and close the canner so the rest is air. When it boils, steam (water and air) comes out the pipe vent that the pressure regulator sits on.

I can't help you here Spokey9 but I am considering getting one myself. Any advice as to size or features to look for would be welcome. New, the price difference between 16 and 23 quart is negligible. Is bigger better in this case? I hope you don't view this as hijacking your thread.
