Try the Spokane River by the Washington and Idaho state line. There is plenty of access behind the Port of Entry. Lots of open area to cast. It holds a lot of good-sized trout in that area.

Call the Monroe city police department and ask them where a safe place is. I did that in Sheridan Wyoming one time and they told me a good place to park. All of the motels were full for the rodeo. The place where they told me to park they routinely patrolled. All worked out well.

It's all private land until you get down to People's Park under the Sunset Highway. I fished that stretch decades ago and got nothing but squaw fish. Fish the Spokane instead.

It's not really on the south hill, but rather out behind Central Valley High School. It's called Shelley Lake. Manito and Cannon Hill park are not stocked and no fishing is allowed. However, you can fish the river in River Front Park.

No ponds to speak of. There is one on the south hill, but it is private. You're best bet would be Fish Lake out by Cheney.
