Hand-Carry Launch Question

I have a 12 1/2 foot pontoon boat that I want to launch at a hand-carry site here, next to Seward Park. I'm new to boating, and was wondering if I can launch the boat with an electric trolling motor here or does 'hand-carry' also mean no motors?

'hand carry' will have nothing to do with use of motors. Just means there isn't any place to put in a trailer.
