Registering Untitled Trailer in Washington

I've got an unregistered boat trailer for a 12' aluminum, and from what I have read, I need to take the boat to WSP for an inspection... my elementary question is how to get the trailer to WSP without it being registered?

travel permit from your local Dept. of Motor Vehicles.
