Flatfish in the Blaine/Bellingham Area

I am looking into fishing for flatfish from shore. I have a small amount of experience fishing the salt but more of a lake fisherman (bass, trout, catfish, etc.). I will be mainly concentrating around the Blaine/Birch Bay area with the option of checking out the Bellingham Marina. I plan to throw mostly soft plastics/hard stickbaits but not against live bait either.

Is it worth it to give this area a shot for flounder from the beach in this area? Any tips to improve my success such as locations, lures, etc.? Anyone had any success targeting flatfish from shore?
