I got checked at 10th st boat ramp in everett a few weeks back. My boat was brand new in march and dealer supplied everything to be coast guard legal, except the flares expired last october
They noted it on the inspection report but said they were not required for inland waters, just advised.

Two brands I did not look at when buying my boat. You did not say what your budget is but you may want to consider the hewecraft sportsman 160. At 16.5 feet with a 60hp engine and full canvas its a very nice setup. I also would say their build quality is top rate.
Paid for today, when I pick it up in a week or so it will have a 9.9 kicker, downriggers and sonar/chart plotter.
They are also adding a full coastguard compliant safety kit live vest, flares etc.
