Fred Meyer, Walmart, any tackle store. Narrows Marina boat and tackle. JT tackle, etc. etc.
Do you have to have herring? Go to a good grocery store and find Smelt, or other similar to herring fish. Check a lot of the asian grocery stores.

There's a place in Gig Harbor that has fresh herring, not sure if they have any during the winter. We might try fishing down there in a week or so, so I'll give an update if we go down there and get some herring.

All of the above would work, but from my experience I would recommend the Narrows Marina as mentioned above. Just take 19th st all the way down to the water out in University Place and it's down by boatworks. They aren't very expensive and they always have a good selection of both frozen and live herring.
