He wasn't talking only about this restriction but the culmination of all wacky restrictions the state has been enacting and enforcing lately. I can think of several poorly worded/poorly planned rules that have come into fruition within the last 5 years alone.

I really don't have any problem with this rule. However, the plethura of rules that do exist make it more and more difficult to stay legal. I mentioned that last year and I got flamed heavily because of rule changes on the rivers after the season had already begun (in relationship with the tribal netting).

It just means that everytime you opt to fish for something new you have some serious research to do first. It's basically like chasing big game. You have different rules for bear vs deer vs elk etc vs GMU 1 GMU 2 vs GMU 3, etc.

+1 on that sentiment. I have had them same problem repeatedly in the past few years when trying to target new species, or old ones in new areas. Takes weeks of research before I can finally go out and even then I am lucky to keep it legal with the constantly changing regs. One thing that really pisses me off is the ambiguity of emergency closures..... it is often not advertised well and without strenuous research no one would know that an area has been closed early.
