What about if they opened up fishing to whatever tactic you can think of from 9p-12am? This is where all the flosser snagger bead types can fish openly. Release all the natives of course but since these types of fisherman are more of a fill the freezer, who cares where the fish is hooked attitude they can do as they want, set the limit at hook 2 and youre done. This way the fish that dont get snagged have a chance to settle back down so the guys who are really trying to get them to bite can have at the fish. food for thought.
