Regs Technical Question - Nancy Creek

This is the only place in the regs that Nancy Creek is listed:

WATER
ROOSEVELT LAKE TRIBUTARIES
between Grand Coulee Dam and State
Hwy. 25 Bridge at Northport - except
Barnaby Creek, Nancy Creek and
tributaries listed elsewhere in Special
Rules



Does this imply that if Nancy Creek is not elsewhere listed under special rules, that it falls under the general freshwater/river rules?

It gets even better when you call or email enforcement and get multiple answers to the same question. I still carry a response to a question regarding the 20" rainbow rule for Lake Washington whenever I fish the lake, just in case.
