He uses corn with no weight at all. If they suck it in, and feel any weight... Bye bye fish.
He like the area near the outflow. That is located just to the East of the one single dock on the lake.
The lake is part of the drainage that continues down to the pond on the East side parking lot of North Seattle Community college, then under 1-5, comes up in the Thornton Creek movie theater apartments..:: then comes up into accessible water along 5th Ave NE, at the intersection SE cornor of the mall.,,walk into those woods. Lots of water., as well as some unsavory people.
Comes up again at The Meadow brook swimming pool/Nathan hale high school, 35th NE.

Yeah I tried the corn thing free floated a few weeks back, I think it's easier when the conditions are right and you can visually spot the carp. Unfortunately, today the winds were blowing, making it fairly difficult to keep the corn from drifting back to shore. Without a sinker, it limits the casting distance as well. The spot your friend used sounds like the clearing on the opposite side of the abode structure, I wasn't sure how to get there, as it seems like private property. I walked outside the park and tried circling the lake but it ends with private property on the opposite side of the lake. If I'm not mistaken, Thornton Creek also connects to the 'secret lake' Twin Ponds Park. I had some luck there, as I mentioned in the forums. Almost caught my first trout but it escaped me.
I think, I'll try Green Lake again as the carp can be visually spotted right now. The water temps at Ronald Bog is pretty low at the moment, and I expect it to get even colder, so the action might have died down.
