Decided to check out the Whidbey beaches with my brother. First stop was North Beach at Deception Pass. That area seems to be a week or so behind the other beaches on Whidbey usually. We stayed there for about an hour, saw no activity or fish being caught, and decided to head to Fort Casey/Keystone. When we arrived, most were crowded down by Driftwood Park per usual, we opted for much closer to the ferry terminal and a lot more elbow room. The move wound up being a good choice.

Tide was going out, and just prior to slack I got one on but quickly lost it. A few minutes later another fish on, and this one I landed. Maybe 15-20 minutes later it was full slack low when another hopped on my line. Bonked, bled, and done for the day. As I was packing up I saw a few others in my general area landing fish. It wasn't hot and fast like you can see at times, but the fish are definitely coming in/passing by now. Both were hens on the smaller side, 1 at 20 inches the other at 21.

I was casting a 2oz pink rotator with a pink skirt, letting it sink for about 5 seconds before starting a few slow retrieve with a small twitch every 2-3 reel cranks. There is a fairly decent sized kelp/seaweed bed not too far from shore, and 9/10 you will grab some salad about halfway in and will be cleaning your lure off every cast. Just have to be stubborn and persistent.
